iPad mini is a scaled down iPad 2
The iPad mini is a scaled down version of the iPad 2 but with a few differences:

So my point being the iPad mini is just a 7 inch remake of the iPad 2 just with new cameras, Siri and Lightning.
Since its $70 cheaper, fits into a purse or carrying bag, provides a slightly better eReading experience and has better cameras, i recommend the Mini over the iPad 2 if you need a cheap iPad.
